SMR-4 build - cap substitution?

I’m building the SMR-4 filter, on Step 9. In my kit, the 3× 4.7uF NP electrolytic caps which are called for are not present. Instead, I have 3× 3.3uF NP electrolytic caps.

Are those OK/intended substitutions, or simply an error in parts packaging in my kit?
