Power testing failed red point at 12V , Green are OK -5V

Hello,

I am stuck already with the power testing
So all red points are 12V and greens points are ok at -5V…
My DC Adaptator is a 9V (200mA) positive
any thought where I should check first?

Is the 7805 correctly soldered? What are the voltages at each of its three pins?
